講    題:Climate Change: Challenges and Opportunities in Global and Local Contexts

Abstract

In this distinguished lecture, Dr. Xu will address the pressing issues on climate change, including scientific observations in climate change, evolving activities in IPCC (i.e., Intergovernmental Panel on Climate Change), global impacts, and opportunities in mitigation. He will provide an overview of challenges and impacts on environmental systems and energy infrastructure, using California as an example. Some of the highlights are: Temperature impact on power demand is much higher than on supply infrastructure; impacts on hydropower supply may increase or decrease generation depending on water supply conditions; impacts of wildfires could potentially be high; impacts of climate change have to be understood on the local levels, in disaggregated fashion so that environmental lanning can be defined. More work is needed to evaluate wildfire and sea level rise impacts on the power sector infrastructure and temperature impacts on electricity transmission and distribution.

Dr. Xu will also provide his insight into opportunities in energy systems that we create and maintain to mitigate the impacts from climate change, and share thoughts in sustainable development.

Dr. Tengfang Xu (徐騰芳) is an Expert Program Manager in Energy Efficiency Portfolio Management at Pacific Gas and Electric, San Francisco, California. He oversees industrial standard practice (ISP) research and leads statewide Investor-owned utility (IOU) companies’ effort. He is an Adjunct Professor at Chinese University of Hong Kong since 2015; and a visiting Professor at Tsinghua University, Beijing.

Prior to PG&E, Dr. Xu was a Scientist and Principal Investigator in buildings and industrial energy efficiency and low-carbon development at Lawrence Berkeley National Lab (LBNL), where he had worked for 16 years (1999-2015). He was a senior analyst for energy program evaluations in Quantum Consulting from 1998 to 1999, and was a researcher and design consultant at UC-Berkeley’s Center for Environmental Design Research (1992-1998).

At LBNL, Dr. Xu managed multi-million-dollar projects and teams of researchers, including project development, fund-raising, budgeting and staffing, project management and execution, deliverable to clients, and presentations to stakeholders. In addition to performing and managing RD&D projects, he provided extensive technical assistance and advisory services to governments and clients, and interacted effectively with clients, stakeholders, and customers including EPA Climate Change Division and Climate Leaders Program, CEC, IOUs, and NGOs. Xu’s effective leadership and communication ability was further demonstrated from his real-world experience in the capacities of IEST Technical VP and its Executive Board (2005-2007), Director of Standards and Practice Committee, and U.S. delegate to ISO-TC209, while he used pragmatic approaches to promote and advocate untapped energy efficiency solutions in various industries. Nominated by DOE and EPA, Xu was the U.S. Lead Reviewer for IPCC’s 5th Assessment Report (IPCC AR5) – WG III Buildings Chapter from February 2013 to September 2014, providing critical reviews and leadership in helping the U.S. Government honing its policy positions in the process of improving the comprehensive IPCC AR5 reports.

Dr. Xu has published more than 120 peer-reviewed papers and reports on energy, GHG management, and innovative policy options promoting markets for clean energy.  Since 2002, Xu has served as an Editorial Advisory Board Member for six international journals on energy, environment, and mitigation of climate change. Recently he served as a co-editor for ASHRAE Cleanroom Design Guide.

Abstract
The Particle Technology Laboratory (PTL) at the University of Minnesota is considered a leading particle/aerosol center in the world.  Over the years, we have educated and trained a large number of successful professionals in academia and industry.  Our alumni include chair professors/distinguished professors at leading universities, and senior vice presidents/senior directors in industry around the world.  In the first part of my lecture, I will describe their personal qualities and relevant training that made them successful in their careers.
The second part of my lecture addresses the filtration solutions we have developed for mitigating PM2.5 pollutants in urban air.  PM2.5 (Particulate Matter less than 2.5 µm) was established by the U.S. Environmental Protection Agency in 1997 as the standard method for sampling fine particles.  PTL has developed many instruments and samplers to perform atmospheric measurements, which helped to establish the PM2.5 standard.  Filtration is the principal means to control PM2.5 pollutants and vehicle emissions.  The Center for Filtration Research (CFR) at the University of Minnesota, consisting of 18 leading international filtration companies, was established to find filtration solutions to mitigate PM2.5 and other environmental pollutants. Two examples of applying filtration solutions to mitigate PM pollutants will be presented.  A Gasoline Particulate Filter (GPF) for Gasoline Direct Injection (GDI) engines has been developed to meet LEV3 and Euro 6 standard.  A disruptive innovation, namely, the Solar-Assisted Large-Scale Cleaning System (SALSCS) with a recent follow up development in Adaptive Matching Spray Array (AMSA) system, is proposed to mitigate PM2.5 pollutants in urban air.  An integrative approach, from collaboration among academia, government, and industry, can effectively manage and mitigate the PM2.5 pollutants, particularly in China.

Speaker Biography

Professor David Y. H. Pui is a Distinguished McKnight University Professor and LM Fingerson/TSI Inc Chair in Mechanical Engineering at the University of Minnesota. He is a Member of the US National Academy of Engineering (NAE) and Director of the world-renowned Particle Technology Laboratory (PTL) at the University of Minnesota. He is also the Director of the Center for Filtration Research (CFR) with 18 leading international filtration companies as members. Dr. Pui has a broad range of research experience in aerosol and nanoparticle science and filtration technology and has over 270 journal papers and 30 patents. His research interest has focused on industrial applications of aerosol science and technology and nanoparticle engineering, and on developing instrumentation for generating, sampling and measuring airborne particles. He has developed several widely used commercial aerosol instruments and several protection schemes for EUVL systems. Dr. Pui has received many awards, including the Max Planck Research Award (1993), the Humboldt Research Award for Senior U.S. Scientists (2000), the Fuchs Memorial Award (2010) – the highest disciplinary award conferred jointly by the American, German and Japanese Aerosol Associations, and the Einstein Professorship Award (2013) by the Chinese Academy of Sciences (CAS).

Mike gained his PhD in Electrical Engineering at Manchester University (UK) in 1982. Starting his professional career with Philips, initially in their UK R+D labs & subsequently in the fab in Nijmegen, Holland, Mike has worked in the semiconductor business. He had subsequent marketing roles at UK-based OEMs Cambridge Instruments, VSW and VG Semicon before joining Edwards 21 years ago. He has held various technical and marketing positions before beginning his current role 2 years ago. Mike has numerous published articles and patents to his name, co-chairs a SEMI standards committee, participates in the IRDS, is a UK PFC “expert” on IPCC and has authored chapters on Vacuum and Environmental issues in the forthcoming Semiconductor Manufacturing Handbook.
       Mike在1982年於曼徹斯特大學獲得了電機工程博士學位。他在英國飛利浦的R+D實驗室開始了他的職業生涯,隨後到了位於荷蘭Nijmegen的實驗室做有關半導體方面的工作。21年前他加入Edwards公司。之前,他曾在英國的一些OEM公司做有關行銷方面的工作,包括 Cambridge儀器,VSW以及VG半導體公司。在Edwards公司,他兩年前開始現在的職位,之前他做過很多技術及營銷的職位。他發表很多的文章以及專利. 他擔任一SEMI(國際半導體設備暨材料協會)標準委員會的共同主席、他也加入了IRDS,他是英國IPCC (Intergovernmental Panel on Climate Change,政府間氣候變化專門委員會)有關PFC方面的”專家”,他也撰寫了即將出版的”半導體製造手冊”中有關真空以及環境議題方面的章節。

♣ 講題  Topics:Revision of IPCC Default PFC Emission Factors (含中文解說) 
The IPCC (the United Nations’ Intergovernmental Panel on Climate Change) published standard default values for the emissions of greenhouse gases (GHGs) in 2006 (2006 IPCC Guidelines for National Greenhouse Gas Inventories,http://www.ipcc-nggip.iges.or.jp/public/2006gl/) for a comprehensive spectrum of sources, ranging from agricultural to industrial sectors. At the  26th Meeting of Task Force Bureau (TFB) (28 – 29 August 2014, Ottawa) it was concluded that to maintain the scientific validity of the 2006 IPCC Guidelines, certain refinements may be required, taking into account scientific and other technical advances that have matured sufficiently since 2006. For instance wetlands emit more methane than previously assumed, and aluminium smelting may emit PFC gases during times between anode events. With this in mind, a task force (Task Force on National Greenhouse Gas Inventories, TFI) has been established to review all available data with a view to publishing a new document in 2019.
The new report will be an update to the 2006 document – and specifically NOT a fundamentally new document – and only where significant new data has come to light will changes be made. A scoping meeting was held in Wollongong in April 2016 and Table of Contents follow-up in Minsk in August, with nominations for authors made by the end of 2016. 2017 is the year of data collection, 2018 is report writing, and 2019 is UN approval (IPCC49) and publication.Four areas are being considered: Unidentified sources of perfluorocarbons (PFCs), Emissions from soils, Land representation and Emissions from flooded land. Of particular interest to the semiconductor industry will be consideration of the differences between the 2006 IPCC emission factors and the more recent EPA factors and other potential PFC emission sources, such as the manufacture of the PFC gases themselves. I will consider potential impacts for the Taiwanese Semiconductor Industry.
       2006年,IPCC公布了溫室氣體(GHGs)的排放標準. (http://www.ipcc-nggip.iges.or.jp/public/2006gl/),這個標準排放含蓋多數的領域,從建築業到工業方面都包含了。在第26屆的Meeting of Task Force Bureau(TFB)(2014年8月28-29日,渥太華) 中提到,為了保持2006年IPCC指標的科學有效性,以及考量到自2006年來科技以及技術的進步,一些改進是必要的。舉例來說,濕地比原先假設排放的更多甲烷,以及在冶鍊鋁時的陽極事件可能會排放PFC氣體。考慮到這一點,專案組(Task Force on National Greenhouse Gas Inventories, TFI)已經審查了所有現有數據,以期在2019年出版一份新文件。
      新的文件將會是2006年文件的升級版, 不是一個新的文件,只修重要的新數據。2016年4月在Australia之Wollongong市舉行了範圍界定會議,8月在蘇俄的明斯克討論目錄,並在2016年年底提交了作者提名。”IPCC 溫室氣體(GHGs)排放標準”出版期程如下:2017年是數據收集年,2018年是報告撰寫年,2019年是聯合國批准(IPCC49)和出版年。
      此次演講中, 會談到四個領域:尚未被識別的全氟化碳源(PFCs)、土壤的PFC排放量(具代表性的土壤以及氾濫地的的土壤), 2006年IPCC排放標準與更新的EPA排放標準之差異, 和其它潛在的PFC排放源之,像是PFC氣體本身的製造過程, 這些皆為半導體工業特別感興趣的。台灣半導體產業之PFC潛在影響因子亦將說明。

11/29 室內空氣素質的關鍵元素:霉菌

在美國,因霉菌而導致人員死亡及重病的法律訴訟多得不勝枚舉,而法律界也因此歸納了為數不少的黴菌種類,確認為直接有害人類健康,必須在起居環境內驅除。本次研討會特別邀請專家 Mr.Jackson Tseng 來分享霉菌對我們的生活環境的相互關係。

Jackson是美國公認的霉菌專家及檢驗員,對醫院微生物檢查和淨化、室內環境評估、檢測與驗證。他長期在美國及亞太地區的微生物淨化、建築環境檢測驗證相關領域工作,並參與了各行各業的商業及機構客戶的工程整治。而且對氡氣汙染檢驗、熱紅外線微生物污染檢查、商用建築/賭場/工廠和造船廠檢查方面具有非常豐富的經驗。

9/13 LDAC溶液除濕空調技術研討會

傳統空調系統的主要功能在於進行顯熱的處理,若要以此系統來進行潛熱的處理則必須耗費大量的能源,而溶液除濕空調系統自1931 年發展至今,主要應用於濕度控制產業的系統,提供節能與安全穩定的濕度控制能力,及供應潔淨空氣,藉以提升室內空氣品質的優勢。

目前國內各界都開始重視並積極推廣LDAC技術,應用範圍包含食品、科技、電子、製藥、高科技廠房等各個領域,透過本研討會互相交流得以利用此技術發展及應用促進台灣產業高值化。

2016 中華潔淨技術協會第六屆第一次會員大會暨專題演講

多蒸發器的空調系統已變得越來越流行,因爲它們具有許多優點,包括較高的能源效率和系統設計和安裝的靈活性。 雖然多蒸發器空調系統的運行參數之間的耦合效應已被廣泛地模擬研究,但是具有兩個或以上室內機的多蒸發器空調系統的詳細特性尚未經過實驗研究。另一方面,採用多蒸發器空調系統來准確地控制多個室內的空氣溫度已經是一項具有挑戰性和困難的任務,更不用說同時控制室內溫度和濕度。

本次專題演講的主要內容是關於三聯蒸發器空調系統的運行特性和開發改善室內濕度的新穎控制器的最新實驗研究成果,期待藉由本演講進行相關技術研討與經驗分享,促成國內相關產業能力普遍提升至國際水準。

2016生技與醫療設施技術研討會

術後感染是醫院流感控重要的一環。非常多的資料顯示其和醫院的設施習習相關,尤其是手術房的設置。他山之石可以攻錯,本研討會邀請二位澳洲的專家來分享他們的看法,期望能對台灣醫療設施有所助益。
